The Net Zero target is a game changer for energy markets, and the UK is leading the way in decarbonising and maintaining security of supply, whilst harnessing competitive forces to drive consumer value. It’s vital that Ofgem can inform and shape the debate on future frameworks, market design and competition. Electricity Market Reform (EMR) aims to deliver low carbon energy supplies whilst maintaining security of supply and minimising the cost to the consumer, using two key mechanisms – the Capacity Market and Contracts for Difference – to provide incentives​ for the investment required in our energy in​frastructure.

This role is responsible for Ofgem’s regulation of the National Grid EMR Delivery Body. Setting revenues and incentives, monitoring compliance and reporting to Parliament on the performance of the Delivery Body, you’ll be at the forefront of ensuring the multi-billion pound EMR scheme is delivered effectively and cost efficiently. In addition,  you’ll build a nuanced evidence base which will inform policy decisions relating to the Delivery Body, as well as practicable regulatory models fit for Net Zero. You’ll work across a number of policy areas, developing your expertise in the GB energy sector and playing an important part in the development and implementation of wholesale markets policies. In addition to developing our strategic thinking on the interactions between wholesale markets and how we can positively influence these, you’ll consider key risks, such as the implications of the EU exit and the options for future trading arrangements. You’ll also undertake stakeholder engagement within the industry to assess and improve the impact of market regulation.

Experience of regulatory or competition economics in a commercial, consulting or public sector environment is essential, and you must also have in-depth knowledge of system operation or regulated network companies. Strong candidates will already have a good understanding of at least one of the power or gas wholesale energy markets, so that you can quickly engage in detailed policy discussions with subject matter specialists. You’ll also have a track record of fulfilling projects against demanding deadlines, assessing and mitigating risk effectively throughout and maintaining an organisation-wide perspective that enables you to identify links and knock-on effects on different areas of work. Highly developed communication skills will be vital in building rapport with stakeholders and advising and influencing on key actions. Accustomed to working with both quantitative and qualitative data (often working with complex concepts) to establish a thorough evidence base for recommendations, you should also be an experienced people manager – able to get the best from others, while supporting their professional development.
