About the job Summary

Do you want to play an integral part in shaping HM Land Registry's (HMLR) approach to risk management?

HM Land Registry (HMLR) is an essential component of the conveyancing process and of the functioning of the property market generally. We are looking to appoint a Deputy Director for Risk and Assurance to provide strategic leadership, direction, management and oversight on all aspects of risk and assurance to help HMLR meet its objectives as it undergoes significant transformation in the delivery of its services.

This is a fantastic opportunity to undertake a leadership role at Senior Civil Service grade and shape and embed HMLR’s approach to risk management. As HMLR continues to invest in digitalising its services and supporting economic activity, the post holder will be at the forefront of enabling business projects and changes to operate at pace through asking the right questions at the right time, and providing clarity, guidance and credible challenge at a senior level on identified risks.

Job description

This is a key role where you will provide strategic leadership, direction, management and oversight on all aspects of risk and assurance, acting as the most senior risk adviser to the Chief Executive and the Board. Working closely with the Chief Executive and Chief Land Registrar, Executive Board and the Audit and Risk Committee, you will be accountable for implementing and sustaining an approach to risk management that enables HMLR to achieve its strategy and performance targets within a robust risk management framework.

You will be accountable for the effective implementation and maintenance of HMLR’s Risk and Assurance Framework based upon the three lines model, continuously developing, enhancing and embedding it across the organisation and in its culture.

In addition, you will provide strategic direction for a broad range of intrinsically linked functions within the second line of defence, consisting of Security, Information Rights, Assurance, Risk and Knowledge and Information Management, to provide an aligned advisory function which supports organisational achievement.

Responsibilities

To be successful in this role you will need to be technically astute, with a demonstrable deep knowledge of risk and compliance, including information risk, operational risk, and quality assurance. You will be able to demonstrate your proven ability to positively influence and collaborate, at senior levels, acting as critical friend to challenge when necessary to drive the risk management agenda within a fast paced, complex environment.

In addition, you will have experience of risk management at a strategic level gained in a similarly complex and recognised risk-focussed environment e.g. banking, insurance, commercial or pharmaceutical sectors and knowledge and experience of designing, delivering and embedding a three lines of defence model including advisory services and the design, alignment and delivery of assurance activity.

Experience of managing and leading large, dispersed teams, with limited face-to-face interaction, to deliver a coherent risk and assurance function, and the ability to communicate technical concepts tailored to audiences of varied risk awareness and engagement is essential.
