Job Title: Finance and Operations Manager

Contract: Part-time (2.5 days per week), permanent subject to 3-month probation

Reporting to: Chief Executive Officer

Salary: £35,000-38,000 pro-rata dependent on experience. 

Holidays: 25 days. 

Hours: 18 hours per week with some weekend and out-of-hours work required, for which time off in lieu will be given. 

Based at: Work from Home

About Hong Kong Watch 

Hong Kong Watch is a UK-based registered charity which researches and monitors threats to Hong Kong’s basic freedoms, the rule of law and autonomy as promised under the ‘one country, two systems’ principle which is enshrined in the Basic Law and the Sino-British Joint Declaration. We work at the apex between politics, academia and the media to shape the international debate about Hong Kong.

We are in regular contact with senior diplomats, policy-makers and Parliamentarians in the UK, the US, the EU, Canada, Germany, Australia, New Zealand and beyond, to inform, advise and develop worldwide advocacy for Hong Kong’s freedoms, the rule of law and autonomy. We have developed excellent relationships with influential media outlets around the world, and work closely with respected academics to publish high-quality research.

About the role

Every member of the Hong Kong Watch team is proud of the difference the charity, alongside our partners, members and supporters, makes. Each of us appreciates that is only possible because this role provides the essential accounting and operational support which allows the organization to run smoothly.

You will report directly to our CEO, and be responsible for the organisation’s financial management, as well as facilitating operational and human resources activities.

Financial reporting and management responsibilities will include day-to-day book-keeping and banking activities, working with the CEO and other senior team members to develop the budget, filing of grant application and reporting responsibilities to grant making agencies and foundations, managing payroll and providing a monthly financial report to the Board of Trustees. 

In addition to Finance systems, you will ensure we maintain exemplary HR systems. You will be expected to draft HR policies and maintain up to date knowledge and best HR practice throughout the organisation.

Other organisational policies and practices will also be developed, maintained and provided under this role with regards to Finance, Health and Safety, Expenses Policy, Privacy Policy, Disciplinary and Grievance procedures, etc.

You will support the charity in ensuring that it safeguards the wellbeing of its staff, including the maintenance of the practical resources that Hong Kong Watch needs for staff to undertake their daily work, such as the IT infrastructure.



Finance / Accounting:

Oversee the account and finance operations of the organisation, that is:-

Maintain accurate and up to date financial information, including preparing monthly management accounts to the Board of Trustees and annual statutory financial accounts.

Prepare annual budgets and monitor cash flow projections based on the organisational and operational plans.

Monitor and control all expenditure (including projects) within budget.

Work with outsourced payroll company to process monthly payroll.

Taking up the role of processing accounts payable and receivable.

Managing subscriptions and donations.

Prepare funding applications and budgets.

Filing funding documents with funding foundations.

Prepare annual statutory accounts, liaising with the Treasurer as required.

Liaise with the independent review with regards to the annual independent review of the accounts.


Provide the organisation with an HR function that enables Hong Kong Watch to fully comply with HR regulation.

Ensure that staff records are kept as necessary, regular staff appraisals are carried out, and new staff members are provided with contracts, job description etc.

Work with senior management team to oversee the organisations recruitment procedures.


Assume overall responsibility for the effective and efficient running of the administrative mechanism.

Deal with enquiries from and annual reports to the Charity Commissioners, donors, HMRC etc.

Maintain and develop effective internal controls.

Assume overall responsibility for Health and Safety matters and ensure that suitable health and safety policies and procedures are in place.

Ensure that internal systems for storing information about staff and other stakeholders are compliant with GDPR and other regulations.




At least three years’ experience in accounting and finance management in the UK

Relevant accountancy qualifications or appropriate experience

Strong understanding of SORP and charity regulations

Team player and ability to work to tight deadlines

Excellent written and oral communication skills

Excellent proficiency in Excel and Word

Strong analytical skills and attention to details

Organised, methodical and logical thinker

Demonstrable ability to solve problems and manage complex issues

Clear understanding of and commitment to equal opportunities

Experience of managing administrative and operational processes to ensure conformity with established regulations and best practise.


A strong commitment to the aims and objectives of Hong Kong Watch

Experience or knowledge of Xero Accounting System

An understanding of income generation, grant management and restricted funding processes

Experience of working for a small/medium-sized charity
